Das Papier gibt einen Überblick über verschiedene Dimensionen der aktuellen Diskussion über den Staat. Am Anfang stehen übliche Definitionsversuche und zentrale Kontroversen über den Staat. In einem zweiten Teil geht es um das Verhältnis zwischen Staaten und Staatensystem. Welthistorisch gesehen sind Staaten keineswegs die Norm, Territorialstaaten mit der Tendenz zur Globalisierung des Staatensystems sind Phänomene der Moderne ebenso wie der Nationalismus und die Nationalstaaten. Am Schluss steht die Frage nach dem Bedeutungsverlust des Staates im Zuge einer vertieften, vor allem ökonomisch geprägten Globalisierung. Zwei Exkurse widmen sich dem Verhältnis zwischen Staat und Krieg allgemein bzw. dem Verhältnis der „deutschen“ Mitte in Europa (in sehr unterschiedlichen staatsrechtlichen Formationen: als „Heiliges Römisches Reich“, als Staatenbund und als Einheitsstaat) zur europäischen bzw. Weltordnung.

The paper gives an overview over several dimensions of current discussions about the state. It begins with common problems of definition and major controversies about the state. In a second part, the paper discusses the relationship between the state and the state system. In an historical perspective, states are by no means the norm; territorial states and their tendency to become a universal pattern of societal organization are modern phenomena, as are nationalism and nation states. At the end, the question of the relative decline of the state is addressed in connection with a deepening trend of economic globalization. Two special sub-chapters deal with the relationship between the state and war in general and the relationship of the “German” centre in Europe (in quite different constitutional forms: as the “Holy Roman Empire,” as a federation of states, and as a unitary national state) to the European or even world order.
